Holland Says No to Casinos Online but Yes to Poker

Following the Dutch Ministry of Justice having set up a committee to review the online gambling policy of Holland in September 2009 a report has now been submitted by the six member committee.

The committee has decided that online poker should be legalized in the Netherlands under a non-exclusive licensing system but felt that online gambling products such as casino, sports betting and bingo should remain illegal in the public domain. It highlighted that some online gambling products, including sports betting and lottery are permitted under existing laws through the state owned monopoly operator De Lotto.

The advisory committee explained that because it recognized that online poker was extremely popular with a flourishing illegal market in this game it would not restrict online poker to a state owned monopoly. The committee felt that it would be impossible for a single new entrant to capture a big share of this market and it therefore proposed to issue online poker licenses to multiple operators. It suggested that the present illegal system be legalized by bringing a few of the online poker operators into a regulatory regime and recommended that a limited number of licenses be issued for fixed time periods through a transparent process.

The Remote Gambling Association criticized the report and in a press release, titled “Dutch report short of mark” it stated that while they welcomed the regulation of online poker, the exclusion of sports betting and casino games is condemnable. The report also stated that the exclusion of sports betting appeared to be an appeasement of De Lotto who would object to competition.

The Remote Gambling Association is a trade association of leading European online gaming operators, which include Ladbrokes, Bet365, Betfair and 888.
